Criminal Systems

The criminal justice policy is guided by 1969 President Commission on Law Enforcement and Administration of Justice.  Some recommendations of Omnibus Crime Control and Safe Streets Act of 1968 also considered while development criminal justice system.  The criminal justice system allows to enforce the standards of conduct those are necessary to protect the individuals and community.  The system aims to reduce the crime that and it will raise public confidence. The criminal justice system consists of Law Enforcement, adjudication and Corrections. So Criminal justice system is combination of Police, Courts and jails which are independent and interdependent.

The Rochester Police Department works with the Sworn Officers and non-sworn members with the annual budge of $18.9 million. The Department offers wide range of patrol and investigative services. The total strength of Rochester Police Department is 191. The department also takes assistance and support from the local volunteers. The Department provides assistance and will be reporting to Olmsted County Sheriff’s office.

The Attorneys in Rochester City are assigned the works relating to civil division and criminal division. They work with support staff members.  The criminal division meant for all petty misdemeanor, gross misdemeanor.  However the City Attorney not undertakes to prosecute felony cases. The County Attorney look after such felony cases in entire County. The city attorney provides assistance to the victims of criminal offenses. The civil attorneys provide professional legal advice to the Mayor, City council, Administrator. Besides the attorneys also attend council meetings, draft ordinances, resolutions, processing of claims etc.

The community correction system is provided the Dodge Fillmore Olmsted Country Community Corrections (DFO).  It offers correctional facilities to the offenders in all three counties i.e. Dodge County, Fillmore County and Olmsted County.  As Rochester, Minnesota falls under Olmsted County, it can avail DFO services.  It provides community supervision, coordination of collateral services, investigative service and reporting to the court about juvenile offenders, Counseling to juvenile offenders with the individual or families and other community members etc. DFO also provides education and prevention program through educational theater.
